1How can we apply for the Grants for Volunteerism?

2What are the eligible activities and eligible costs?
The eligible and non-eligible interventions and activities, as well as the eligible and non-eligible costs, are described in detail in the Application Guide for Grants for Volunteerism. We recommend that you carefully read this document as well as the other documents in this link, where you can download the budget template that must be completed and attached, in order to ensure that your proposal and budget comply with the criteria and requirements of this call.
3Where can we find the application form for the grants for volunteerism?
Applicants must provide their information, elaborate on their idea, and submit the required documents through the online application system. For instructions on registering and using the website of the online application system.
4Can NGOs from the diaspora apply?
To apply for the Grants for Volunteerism, the organization must be local and registered in Kosovo, in the NGO Department, in accordance with the applicable laws of Kosovo.
5Can NGOs registered as sports clubs or federations apply?
The call does not apply to NGOs that represent businesses, religious organizations, federations and sports clubs, and amateur cultural associations.
6What is the number of projects that can be funded through this call?
For the Call for Grants for Volunteerism 2025, the number of grants that may be awarded, depending on the evaluation and eligibility, is up to 11 grants.
7When is the implementation of the grants planned to commence?
The tentative dates for commencing the implementation of the grant are from February 2026. The planning and proposal of the timelines for activities must be from 1 February 2026.
8In the application form, it states “Budget for the last 3 years, 2022, 2023, 2024”. Does it present a problem if we are an organization established in 2024?
If the organization does not have an annual turnover of more than 25,000 EUR in any of the last three years, you may apply. If your organization was established in 2022, 2023 or 2024, in the section of the application form “Budget for the last 3 years”, for the years for which this requirement is not applicable to you, simply write 00.00 (e.g., 2022 = 00.00) and upload an empty document for each year. If your organization was established before 2022 and has zero turnover in any of the last 3 years, then the statements submitted to the Tax Administration of Kosovo (TAK) must be uploaded.
9Do you support projects for the purchase of equipment?
Volunteering grants aim to support specific actions of civil society initiatives and individuals for non-profit initiatives on issues of public importance that address concrete issues, deliver concrete results within a given timeframe. All ineligible costs are listed in the volunteering grant application guidelines. Equipment is not prohibited in principle, but the necessity of its purchase for achieving the project results and specific activities must be justified.
10When is the last date on which we can apply as an NGO?
The last date for applying for Volunteering Grants is August 31, 2022, 3:00 PM.
11The budget form states "Budget for the last 3 years, 2018,2019,2020", is it a problem if we are an organization founded in 2020?
No, it is not a problem. In the "Budget for the last 3 years" section of the form, for those years that the requirement is not applicable to you, just write N/A (e.g. 2019 = N/A).
12The Gender Mainstreaming Guidelines, do they apply to this call in question and should we focus on only one segment and then stay within the framework of the guidelines of the selected segment?
The Gender Mainstreaming Guidelines provide an explanation of how KCSF defines this topic. This document is indicative and applicable to all grants, including volunteering grants, while the applicant is responsible for reflecting this aspect in the proposed intervention.

14Where can we find the application form for small grants for projects?

15Is the age at which we will have to work with the target groups defined?
No, the age is not defined for the target groups. The Application Guidelines list the marginalized groups that should be the focus of the intervention.
16Is it necessary to include all the marginalized groups mentioned in the Application Guidelines?
No, it is not necessary to include all the marginalized groups listed in the call.
17Are awareness campaigns supported if they are necessary for the implementation of the project and are only part of the project activities?
Awareness campaigns without appropriate follow-up activities are not supported. If one of the project activities is an awareness campaign and is necessary for the implementation of the project, then this activity can be supported as part of the larger intervention.
18Can we apply in partnership?
Partnerships with other NGOs/unregistered initiatives are allowed. In this case the lead applicant takes full responsibility for the implementation and management of the project.
19Is it possible to change if the implementation of the project proposal is foreseen to be implemented throughout the territory of Kosovo but due to the COVID-19 pandemic situation we need flexibility in the implementation of activities?
Your application will be reviewed before the start of the implementation where together with the Resource Center the activity plan and budget will be adapted to the epidemiological situation and how it affects the activities and goals of your intervention. If during the implementation you will need additional changes and adaptations, all this due to the created situation, flexibility in the implementation of the project is possible but always in line with the requirements of the Resource Center project, the call for application and the evaluation of the submitted application and the bilateral contract for the grant.
20Is research supported if it is necessary for the implementation of the project and is only part of the project activities?
Research and feasibility studies, especially as a means to design the rest of the intervention, will not be supported in principle. They may be covered in special cases and only if they are necessary for achieving the intended objectives of the intervention. In cases where an expert is part of the research, the justification for this must be clearly explained in the application form.
21Can new organizations apply if they have an annual turnover of less than 25 thousand euros, even if the organization has had no turnover in the last three years?
Yes, new organizations can apply with an annual turnover of less than 25 thousand euros, even if they have had no turnover in the last three years. If it is an organization founded in 2020, then the budget for 2018 and 2019 is written N/A.
22Can individuals apply?
Yes. Individuals (citizens of the Republic of Kosovo) are also eligible to apply for this call, as are unregistered initiatives and NGOs.
23What is the minimum duration for the implementation of the project that we can propose?
There is no minimum duration for the project. However, the project objectives, duration and amount of support must be designed in a proportionate manner. This also applies to the minimum amount of support. The maximum duration for this grant is 12 months and the maximum amount is EUR 5,000.
24Can the proposed project be co-financed by other donors?
Yes. Co-financing must be specified in the budget table, and a decision, memorandum or other document stating co-financing must be submitted with the other application documents.
25What is the maximum number of pages of the application form that we can submit?
The maximum number of pages for the application form is 8 pages. This excludes the first page with application requirements, and the last page with the administrative control table. Applications exceeding 8 pages will not be considered.
26Can we submit an application in Serbian?
Yes. The application can be submitted in Albanian, Serbian or English.
27Do we have to answer all the questions on the application form?
Yes. All questions must be answered. Applications with incomplete answers will not be considered.
28Should I submit my proposal electronically or in hard copy?
Your proposal must be submitted electronically only.
29Is there a minimum or maximum number of project activities we can propose?
No. The number of activities in your project should clearly demonstrate the link between their implementation and the achievement of the project's ultimate objective.
30What is included in administrative costs?
Salaries are not included. Other expenses such as rent, utilities, office supplies, communication may be part of this expense.
31Can foreign individuals or unregistered initiatives apply for Volunteering Grants?
No. All unregistered individuals and initiatives must have a valid ID from the Republic of Kosovo.
32Can we contact the Resource Center via email for further questions about our application?

33What types of activities are considered under "Service-type activities, such as Technical Assistance"?
Refers to services and technical assistance to public institutions.
34Can an organization benefit from more than one grant?
Organizations can apply with only one application as the lead applicant. An application can only have one lead applicant and one partner organization. You cannot apply for more than one grant from this call.
35Am I eligible to apply for a project proposal similar to another one supported by KCSF?
Interventions that are the same or very similar to those supported by KCSF through other implemented grant schemes will not be supported.
36Are payments to project staff allowed?
Payments to project staff are not allowed. However, reimbursements to volunteers such as reimbursement for travel, food, or other expenses are allowed.
37Can I apply to more than one KCSF open call?
Yes, you can apply to more than one KCSF open call. This applies to different calls for different programs and you must apply with different project proposals to each program.
