2Which activities and costs are eligible?
Eligible and ineligible interventions and activities, as well as eligible and ineligible costs, are described in detail in the Application Guidelines for the Grants for Volunteerism.
We recommend that you carefully read this document, as well as the other documents available at this link, where you can download the budget template, which must be completed and attached, to ensure that your proposal and budget comply with the criteria and requirements of this call.
3Where can we find the application form for the Grants for Volunteerism?
Applicants must provide their information, elaborate on their idea, and submit the required documents through the online application system.
For instructions on registering and using the online application system, please refer to the information available on the website of the online application system.
4Can NGOs from the diaspora apply?
To apply for the Grants for Volunteerism, an organization must be a local organization registered in Kosovo with the Department of NGOs, in accordance with the applicable laws of Kosovo.
5Can NGOs registered as sports clubs or federations apply?
The call does not apply to NGOs representing businesses, religious organizations, sports federations and sports clubs, or amateur cultural associations.
6How many projects can be funded under this call?
For the Grants for Volunteerism 2026 call, up to 11 grants may be awarded, depending on the assessment and eligibility of applications.
7When is the implementation of the grants planned to begin?
The tentative date for the start of grant implementation is February 2027. The planning and proposed timeframe for activities should start from 1 February 2027.
8Do you support projects for the purchase of equipment?
The Grants for Volunteerism aim to support specific actions of civil society initiatives and individuals through non-profit initiatives addressing issues of public importance, which address concrete issues and provide concrete results within a defined timeframe.
All ineligible costs are listed in the Application Guidelines for the Grants for Volunteerism. Equipment is not prohibited in principle; however, the necessity of purchasing it for achieving the project results and implementing specific activities must be justified.
9What is the deadline for NGOs to apply?
The deadline for submitting applications for the Grants for Volunteerism is 12 October 2026, at 16:00.
10The application form states “Budget for the last 3 years, 2023, 2024, 2025.” Is it a problem if we are an organization established in 2026?
If the organization has not had an annual turnover of more than EUR 25,000 in any of the last three years, you may apply.
If your organization was established in 2023, 2024, or 2025, in the “Budget for the last 3 years” section of the application form, for the years for which this requirement does not apply to you, simply enter 00.00 (e.g. 2023 = 00.00) and upload a blank document for each respective year.
If your organization was established before 2024 and had zero turnover in any of the last three years, you must upload the financial statements submitted to the Tax Administration of Kosovo (ATK).
11Does the Gender Mainstreaming Guidelines apply to this call, and do we have to choose only one segment and then remain within the framework of the guidelines for the selected segment?
The Gender Mainstreaming Guide explains how KCSF defines this topic. This document is for guidance and applies to all grants, including the Grants for Volunteerism. It is up to the applicant to reflect this aspect in the proposed intervention.
12Is an age range defined for the target groups we are expected to work with?
No, there is no defined age range for the target groups. The Application Guidelines list the marginalized groups that should be the focus of the intervention.
13Is it necessary to include all the marginalized groups mentioned in the Application Guidelines?
No, it is not necessary to include all the marginalized groups listed in the call.
14Are awareness-raising campaigns supported if they are necessary for the implementation of the project and represent only one part of the project activities?
Awareness-raising campaigns without appropriate follow-up activities are not supported. If an awareness-raising campaign is one of the project activities and is necessary for the implementation of the project, this activity may be supported as part of a broader intervention.
15Can we apply in partnership?
Partnerships with other NGOs/unregistered initiatives are allowed. In this case, the lead applicant assumes full responsibility for the implementation and management of the project.
16Are research activities supported if they are necessary for the implementation of the project and represent only one part of the project activities?
Research and feasibility studies, particularly when used as a means of designing the rest of the intervention, will in principle not be supported. In exceptional cases, they may be covered only if they are necessary for achieving the intended objectives of the intervention.
In cases where an expert is involved in the research, the justification for their engagement must be clearly explained in the application form.
17Can individuals apply?
Yes. Individuals (citizens of the Republic of Kosovo) are also eligible to apply under this call, just like unregistered initiatives and local NGOs registered in Kosovo.
18What is the minimum project duration that we can propose?
There is no minimum project duration. However, the project objectives, duration, and amount of support should be designed proportionally. The same applies to the minimum amount of support. The maximum duration of this grant is 12 months, and the maximum amount is EUR 5,000.
19Can the proposed project have co-financing from other donors?
Yes. Co-financing must be specified in the budget table. In addition, a decision, memorandum, or other document confirming the co-financing must be submitted together with the other application documents.
20Can we submit the application in Serbian?
Yes. Applications may be submitted in Albanian, Serbian, or English.
21Do we have to answer all the questions in the application form?
Yes. All questions must be answered. Applications with incomplete answers will not be considered.
22Should we submit the proposal electronically or in hard copy?
Your proposal must be submitted electronically only.
23Is there a minimum or maximum number of project activities that we can propose?
No. The number of project activities should clearly demonstrate the link between their implementation and the achievement of the project objective at the end.
24What is included in administrative costs?
Other expenses, such as rent, bank charges, office supplies, and communication costs, may be included under these costs. Salaries are not included.
25Are salaries allowed to be included in the budget?
Costs allocated for human resources (salaries and fees) are allowed; however, they must not exceed 10% of the total requested budget.
26Can foreign individuals or unregistered initiatives apply for the Grants for Volunteerism?
No. All individuals and unregistered initiatives must have a valid ID issued by the Republic of Kosovo.

28What types of activities are considered under “Service-type activities, such as Technical Assistance”?
This refers to services and technical assistance provided to public institutions.
29Can an organization benefit from more than one grant?
Organizations may apply with only one application as the lead applicant. An application may have only one lead applicant and one partner organization. You cannot apply for more than one grant under this call.
30Can I apply with a project proposal that is similar to another project supported by KCSF?
The same or very similar interventions to those supported by KCSF through other implemented grant schemes will not be supported.
31Can I apply to more than one open call launched by KCSF?
Yes, you can apply to more than one open call launched by KCSF. This applies to different calls under different programs, and you must submit different project proposals for each program.
